On March 5, 1711 Peter the Great decreed the foundation of the Senate
The Senate was a legislative, judicial, and executive government body of the Russian Empire till 1917 and was initially housed in the Twelve Collegia building. As the Senate represented the will of the Emperor, it was managing the work of other governmental facilities. Right untill the death of Peter the Great the Senate served as a supervisory authority to all the secondary collegium.
